If someone recently laterald over to a different rating and was also transferred over to the new ratings advancement list, then was taken off due to administrative reasons. Would this person have to redo the quals/epmes for the new rating to be re-eligible again?

or does the 'grandfathered' pracs from the former rating still qualify the member for eligibility?

I am gonna guess here and say that you should look at the message that came up about how the IS rating advancements would work over the first couple of years. If you were taken off the advancement list for IS due to admin reasons, then you will have to meet the eligibilty requirements of the next SWE cycle. EPMEs are EPMEs and have nothing to do with your new rating.
