will you get kicked out after failing your CDC test twice or will you get the opprotunity to reclass if it is your first job you failed out of??? please help me clear things up.

The Coast Guard is a different animal when compared to the Air Force. We don't have CDC tests. You may be better off contacting a recruiter to get the big picture or post this under the recruiting category...
