It usually comes around the 23rd or 24th of the month prior to when the advancements go into effect. Obviously this is affected by weekends and other factors. They've cut pretty close to the end of the month a few times but usually you see it about a week before the start of the next month.
Maybe I misunderstood you, were you asking about the monthly advancement message, or the Nov 07 SWE cuts? I was talking about the monthly advancement message, as far as the SWE cutoffs go, I'm waiting just like everyone else.
