ICS 200 is offered online at the CG learning portal. https://learning.uscg.mil/portal.asp. As a retiuree I no longer have actual access so I can't give out the detailed login instructions. If you haven't taken them already, you will also need to take IS 700 and IS 800. The four courses, 100, 200, 700 and 800 are required for all E-6 and below. ICS 300 and 400 are also required for anyone E-7 and above, though anyone can take the courses if their command approves. (I used to teach ICS).

Plugged ICS 200 into google, first hit is FEMA's site with lots of resources. Under course downloads is a 11MB student guide.
