is there a message that comes out for solicitation.. i briefly looked through the personel manual to see if there was anything in there but with no luck..

Yes there is a solicitation message it came out a while ago. You can find all the info on the PSC's "Special Assignments" web-page. You're too late for the AY10 solicitation. I think the message usually comes out in spring like march or something.
