Good day all, Quick question. I was working with a MK3 on his MK2 pracs. He then informed me that he was taught at A school that only an E6 could sign his MK2 pracs, not an MK2. Another member said he saw a message released stating the same. Has anyone else heard of this or know what message the member was referring to? I was under the impression that an MK2 could sign a MK3's pracs for MK2/E5.
I was always under the impression that anyone who was whatever rank/rate you were getting them signed for was allowed to sign them. I hope so, or a ton of MK3 and MK2 pracs I have signed are void!
I was told at one time that you had to be an E-6. But Recently told that was wrong. I have singed alot of MK2 pracs that would be no good it that was true, and MK3 at that. (From when I was a third)
Read the instructions on the first page of your pracs. There is a line that states the following "As proficiency in each performance qualification is demonstrated by actually performing the task listed, the date and initials column shall be completed by a designated supervisor (E5 or above) at least one pay grade higher than the student and preferably of the same occupation specialty" Hope that answers your questions.
The way Coast Guard enlisted members gain competency in their rating and advance to E-4, E-5, and E-6 is by enrolling in a PQG program of instruction, receiving mentoring and coaching from supervisors, and demonstrating on-the-job mastery of the rating-specific EPQs. The PQGs provide instruction, guidance, and structure to enlisted members striving to gain rating competency so they can advance to the next paygrade. PQGs also provide structure and guidelines for assigned professional development supervisors (PDSs). PDSs are members designated by the Commanding Officer/Officer-in-Charge as competent to sign-off enlisted performance qualifications. This is normally an E-6 or above who is capable of mentoring and coaching a member and signing off on demonstrated mastery of EPQs.
If I understand it correctly, since the EPQ'S came out it "should" be an E-6. I guess it really depends on if one is available to you. It is kind of strange that it doesn't have to be the same rate though. I can't really imagine learning my rating material from a BM!
NYfig was correct with his above statement about being E5 and above, but Yellowhammer is also correct that it says E6 and above. The whole write up contradicts it's self. However, all of this is dealing with the PQG crap. It's not dealing with the PQS(EPQ's). If I'm reading the whole write up correctly, then your not mandated to do the crazy PQG pamphlet. You know how some USCG instructions make you feel stupider than you are? This is one of them. website explaining the process.
Just to throw some more thought in there. I just came back from the MK Subject Matter Expert conference last month. We talked about the praqs, past and future. Dealing with this though, the new system is this. As an MK3 trying to make MK2 you would order your course material and study through it. You must complete each PQG that corresponds to an EPQ. Once you have the entire PQG for that prac completed you bring your EPQ packet to your supervisor to sign off that practical factor. The reason for this is that the EPQ is a very general item. The PQG breaks each EPQ down into various parts to get it completed. The PQG is required and it does not take the place of the EPQs, it is an additional item. From the conference the Master Chiefs did say that they preferred the people signing them off to be two pay grades higher if possible. There "should" be a message coming out in a few months clarifying some of this.
