Does anyone have a link to complete NSTMs online.

Have you checked the MLC LANT Naval Eng. website? used to have them there also check with EPO course supervisor- used to give it out there too. Of course I've been out 3 years and things could have changed.
Also try the Navsea website

Also check with any of the ships/NESU Portsmouth people, they may hook ya up even quicker, or even your counterparts at ATG Norfolk.

If you register on http://www.nko.navy.mil/, you have access to all of them, easily downloaded. As long as you have some sort of gov't email address, you should be good to go.
