One can only imagine why no one has heard anything. No disrespect but would you rather the AO's make update posts on here or keep going with the Assignment Process. Just my opinion, but i would rather them keep going with their Slating. This is a nice thing they are doing on here but just imagine how busy the MK AO's!!!

Hello All,
From the most recent postings, it would appear that there seems to be a tad of anxiety in the field as to where we are in the assignment process. As we are all about your needs, here is a little update and glimpse of our workday. So here is a little update in order to appease the masses: 1. 99% of the orders for inbound personnel to PATFORSWA, to include the Summer and Fall AY09 deployment have been issued. We are currently waiting on the completion of a couple of EPO packages being screened through the selection process before issuance of orders. 2. We are in the process of releasing all MKCM orders. All orders should be issued by the end of this week. 3. We are in the process of releasing orders for all Priority 3 MKC’s, with the exception of several individuals who did not win anything on their E-Resumes. We will be contacting these individuals shortly before moving on to the priority 3 MK1’s. 4. We are in the process of identifying personnel for assignment to the LorSta’s in order to issue orders as soon as possible to ensure timeliness needed to facilitate travel arrangements and movement of HHG. This is time critical information, especially when working with Ferry schedules. 5. We are currently in the process of identifying the best qualified candidate that meets the pre-requisites of the message traffic concerning the assignment for CGC ANVIL position. We should have the member identified for the assignment soon, with orders issued shortly thereafter. The Engine Room just wanted to share a little clarification as to the life of an Assignment Officer - we do not have assistants that work for us. Asking us for an update would be similar to me contacting you requesting to know your PMS completion percentage, or where you currently are with your inport work list. Things that bog down the Assignment process are EPO panels, Special Needs approval of locations, Command and Personnel issues, and simply running a position just to name a few. There are times when we are dealing with 60+ people applying for just 1 job. It is impossible to convey how much time it actually takes to sometimes slate just 1 person, let alone 1500-2000 in one assignment season. There are two big issues that we have come across since we began the Priority 3 MKC’s. Our biggest issue to date has been the lack of EPO/Instructor endorsements for such applicants. Make sure that you are an eligible candidate and meet the prerequisites stated in Chapter 4.C.7 and 4.E.6, and make sure that your command has endorsed your E-Resume with comments that address the requirements. The other issue is the unbelievable amount of unrealistic E-Resumes, which was addressed in CWO Bopp’s previous post. We hope that this helps to clarify what is currently happening with where we currently are so far this year and that all is well in the field. Good Luck! Good Morning Fellow Snipes,
I received a question from an MK3 who took the Nov SWE, asking me how advancements this year, compare to last year. As we all know there are many things that affect advancements, IE: CWO advancements, retirements, RELAD, Special Assignment, etc. We also need to keep in mind that the establishment of the new ME rate, will affect our rate. With this in mind, below is a break down, in case someone else has the same question. MK2 Advancements May 07 SWE - early advancements authorized before the initial cut was established. 1 Sep 07 - # 1 to # 168 1 Oct 07 - # 169 to # 178 - list cleared Nov 07 SWE - early advancements authorized before the initial cut was established. 1 Feb 08 - # 1 to # 77 1 Mar 08 - # 78 to # 94 1 Apr 08 - # 95 to # 153 1 May 08 - # 154 to # 163 - list cleared May 08 SWE - early advancements authorized before the initial cut was established. 1 Aug 08 - # 1 to # 113 1 Sep 08 - # 114 to # 132 1 Oct 08 - # 133 to # 167 1 Nov 08 - # 168 to # 176 1 Dec 08 - # 177 to # 182 1 Jan 09 - # 183 to # 207 * 229 on the list Nov 08 SWE has 203 members on the list, and no initial cut has been established to date. Sir,
One of the most talked about things I have heard coming from the E/R is "what does it take to make ones e-resume realistic?" I have heard many solutions regarding this; such as "put as many picks as possible" and "try to keep what you want in a geographic location." It does make sense to put a higher number of picks to better your percentage but does it really matter if you only put 10? Does it make more sense to put a lot of 87's on your resume if you want to go to a 87, or does that really matter? This I know is a concern amongst my fellow mk's and myself. Thank you for your time. |

Good Morning Jeosh,
A simple way to answer your question is to look at the process for slating members. When we start to slate Priority 3 MK2s, we will print out everyone's E-Resume. Once we start to run your E-Resume, we don't stop until we slate you for one of your billet choices, or we run out of billet picks on your E-Resume. In the unfortunate event that all of your billet choices are already filled, then your E-Resume is placed off to the side. At this point we continue on reviewing and trying to slate all of the rest of the Priority 3 MK2s. Once we are completed with this stage, we will then go back to your E-Resume. At this point we will compile a supplemental list of available MK2 billets, and you will be contacted to rank order the billets, for competition against the other MK2s who have also received the list. The bottom line is that the choice is yours to make. Having more than one game plan never hurts. If plan A is looking for a highly desired billet in a certain geographic area, what is plan B? Hopefully it is additional billet picks, vice risking the supplemental list. MK2's transferring in AY 08 366 Positions shopped 206 Priority 1-3 MK2's - equals 57% of positions shopped 160 Priority 4-5 MK2's - equals 43% of the remaining positions * An E-Resume of 10 picks = 2 3/4% of positions shopped. v/r, ENG3 Keith Bopp MK GULF 8TH District Assignment Officer |

Sir,
Quick question for you. If you have takin the svericewide and think you may be advanced off of that before the transfer season is it best that you include MK2 and MK1 picks? or will you be contacing those people after you have finished slating jobs? |

LANMK,
This question has been addressed..You and I are in the same boat. The AO's know just as much as we do as far as advancement is concerned. I personnally put jobs for both MK3 and MK2 because I am #4 on the MK2 list but without cuts it can't be assumed that we will advance...That is my understanding good luck with MK1 and your next Assignment! |

Sir,
I was wondering for people that are on TLD, for surgery corrections. According to the persman people that are Ad-assigned to units other than their home units. Are the personnel that fall into that category supposed to contact you through the unit POC, or should that member contact you directly to inform you that they are FFD? thank you for your time. |

Mr. Bopp,
Quick follow up question on the way Priority 3 MK2's are slated. If everyone's E-Resume is printed out and then slated, how specifically are they ranked if they are all Pri 3? There are alot of rumors when it comes to this.I know alot of MK2's are worried they won't get sea time or at least a half way decent pick of a cutter. I've heard alot of MK2's wanting to go back to back sea duty. Does a member that just came off a boat get their first pick at another boat over someone who needs sea time for advancement if they are both priorty 3? Thank you again for all the info! |

Good Morning LANMK,
Until you are officially advancing, we can not slate for the next higher paygrade. The closest thing on our radar is the Feb 1st advancement message, followed by revised cuts for the May 2008 SWE. Good Morning MKsmurfE5, In order for members to be Admin Assigned for Temporary Limited Duty (TLD), their Medical Department has to receive authorization from CGPC-ADM-1, to be entered into the program. Once CGPC-ADM-1 places a member on TLD, the Assignment Officer receives word, and if the case warrants, we have an Admin Assigned billet established for the member. With this said, if your Coast Guard Doctor has informed you that you are now Fit For Full Duty, then you have to ask your Medical Clinic if they have informed CGPC-ADM-1 about your updated status? Until CGPC-ADM-1 informs us that you are being removed from TLD, we can not look at you for an assignment. Here is a quick sea story. I had an MK2 who was on TLD at one of my units. One morning while reviewing a patrol summary from a Cutter, I noted a thank you to the MK2, for volunteering for part of the patrol. Hmmm, to make a long story short, the MK2 was told by his Navy Doctor that he was Fit for Full Duty, but he never followed up with his Coast Guard Doctor, prior to going on the patrol. As the Navy did not place this MK2 on TLD, he was not officially off of it until his Coast Guard Doctor gave the thumbs up. Due to the Inauguration, I am at home in NC were we are expecting 3 to 5 inches of snow today. Needless to say, it is time for my son and I to run to the store. v/r, ENG3 Keith Bopp MK GULF 8TH District Assignment Officer |

Good Afternoon 20171653,
Let me answer your question, with a question. Have you reviewed EPM-2’s AY 09 SITREP two? "FISCAL STEWARDSHIP" is an assignment factor being looked at this year, in addition to the other 15 assignment factors. Let us say that I have MK2s who pay attention to message traffic, and submits an E-Resume for 40 to 50 Cutters, ranging in sizes from the CGC HEALY down to a 65’. Additional land billets are then added after the Cutters, as part of their plan B. Members then continue on to add comments, explaining what their career goals, and master plans are. Now anyone of the 5 MK Assignment Officers can review their E-Resume, and have incite into the Member’s career plans, and goals. I hope this helps, v/r, ENG3 Keith Bopp MK GULF 8TH District Assignment Officer This message has been edited. Last edited by: keithbopp, |

Sir,
thanks for the info, is it typical to get a " short list" or do some AO's go off the Most updated E-reasume? I'm not trying to get too specific with my question. I just don't have any answers to a ton of questions from my wife. thanks again. |

Good Morning to All,
What an incredible day that took place yesterday as we watched yet another historic day in our nation. We have noticed an amazing influx of viewings and postings as of late, which means that our words are getting out to the field and we are thrilled with this. I wanted to go ahead and answer a previous post that I think we missed the point on, as well as hit some others that are a little more recent. LANMK - When an individual is unsure as to what rank they are going to be during the assignment season, it is our suggestion to place a list of positions according to your current rank on top followed by a list of positions according to your proposed rank. We do this in an attempt to avoid any issues with the cuts, however there is no guarantees. MKsmurfE5 - Here is the deal - You can resubmit your E-Resume any time, as we posted earlier, however there is no guarantee that the shopping list will be up-to-date at the point, as we do not maintain the shopping list beyond the published date. Therefore, any resubmissions will be solely at your own risk as previously stated. If you do re-submit your E-Resume, there is also no guarantee that we are going to use that exact one, as we may have already begun slating using your most recent E-Resume. An individual is only contacted via email with a supplemental list if we are unable to slate you according to any of the picks listed. This is why it is so important to have a realistic E-Resume! There was a question concerning TLD/IMB and I wanted to give a run down to everyone out there as to the program and what it accomplishes for the mbr and the unit. Here is the TLD/IMB system in a nutshell. The system itself was designed to ensure that the member is able to receive the needed medical attention, while yet ensuring that the unit still be able to maintain operational readiness. There are many times that a member, through no fault of their own, has been injured or been found in need of receiving medical treatment that although starts as short term in nature, turns out to be long term in reality. Temporary Limited Duty (TLD) is for short term cases in nature, where the member is expected to be NFFFD for a period of 3 to 9 months, which can include the time that the member has already been NFFFD. To start the TLD process, the command needs to contact the military medical facility and request that a TLD be initiated. Once the medical facility notifies ADM-1 of the member's package being started, ADM-1 will notify the corresponding Assignment Officer. At that point the AO will request the creation of an Administrative Assignment with the closest ISC, or unit, which would allow the member's medical needs to be facilitated. This physically opens the position on the unit's PAL, which affords the AO the ability to fill the position. Should the member be found FFFD before orders are issued for a backfill, the member will return to the unit. Should the member not be found FFFD before orders are issued for a backfill, then the member upon being found FFFD will be considered worldwide assignable and will be issued orders based on service needs. Initial Medical Board (IMB), although considered long term in nature (9+ months), basically operates under the same guidelines albeit with one principle difference. The principle difference being that the unit begins the IMB process by initiating the paperwork. After that, everything remains the same. One important thing to keep in mind, especially for the member, is that this is not a maneuver to discharge anyone. This system is designed to enter a member into medical tracking system that will ensure that proper treatment is afforded, as well as documentation provided for long term compensation should that be the case. On the flip side, this system also ensures that the burden of the unit being undermanned due to a member not being FFFD is not felt by the crew for any prolonged period of time. Well I guess that it is time to get back to the King's business. V/R, John Roberts MK Assignment Officer |

Sir,
Just seeking a little insight into Direct Access. For the last couple days the E7 job listings has been in the 450-500 job range. Today it slipped to 74 jobs available. Is this simply duplicate job postings falling off the board or are a bunch of orders about to come out? Just curious. V/R |

Sirs,
For the members that participated in the November 2008 SWE and are going to more than likely advance during the summer months how is it determined that who and how many members will recieve the supplemental list email? V/R and Thank You for taking the time to pass on your wisdom and knowledge. |

Mr Bopp,
Thank you for replying. I have read every piece of information on AY09. I guess my question was : Lets say, as you stated before you printed out a bunch of e-resumes all the same priorty (3,4,or 5). Then you go one by one and slate each person until they get something or their e-resume is set aside. How does the detailer figure out which members e-resume goes toward the top, middle,or bottom of the stack? Is there some type of computer that ranks us all according to the assignment factors? Don't mean to be a pain just trying to better understand the process. Thank you again.

Sirs,
A few MK's that are transfering this year at my unit brought up a good question, being that we are all priorty 5 and at the same unit, how would the AO choose who got orders first? Does TIS, and TIR play a factor in the discision? Thank you for taking time out of your days to answer all the questions, it really is a big help. |

Good Afternoon atonmk,
We are underway, making way. Both Turbines are online, answering a Full Bell. The roar of the Turbines has the crew back on the fantail checking out the Rooster tail. This is a sight that you need to experience, to appreciate, at least once in your career. Needless to say, orders are being issued, but no one is hearing about them over the roar of the turbines ?? v/r, ENG3 Keith Bopp |
