Sir,
Checking people soft from time to time, I see that some MKC jobs are starting to be removed. Does this mean we should be seeing orders in the near future. I know you have till April but seeing how Pri 1-2 already have orders? Thank you for this Forum, and CONGRATS on the new bride.

Happy New Year's Eve! Before we get started on some of these responses, I want to make sure that I sent out a big Happy New Year from the Engine Room. Whatever you do, please be safe out there. Don't drink and drive - it is totally not worth it...If you do drink, get a taxi or a friend to take you home. A couple of us attended a seminar hosted by the VA State Police recently and boy was it an eye opener. Not only do you have the legal ramifications that come with a DUI, as well as the career issues at stake, but the avg cost of such an endeavour is around $6100 for a first offense. So, PLEASE be careful.

OK....Here we go shipmates with the answers to your questions since our last posting.

Hazeleyes - the answer to your question concerning an EPO endorsement requirements is pretty cut and dry...it is Chapter 4.C.7 of the PERSMAN....A mbr must have an endorsement to compete for an EPO position.

20171653 - Good question concerning priorities and sea time. We avidly try to get everyone an afloat position for advancement opportunities, providing that they are actively pursuing such. It is mind-boggling how people believe that they have a realistiic E-Resume for afloat positions with only 3 65's/87's listed. To us, someone that is actively looking for sea time for advancement would place all platforms of cutters. I have actually seen Mbr's comments that state "I will take any afloat unit in order for advancement opportunities - regardless of location". Keep in mind, sea time is a factor in assignments, but it does not guarantee that you will win the assignment. We, do however, make every attempt to assign a mbr who does not have the necessary sea time for advancement an afloat position. The only ones that we may have not been able to do this for are the ones that have not made a valid attempt to go to sea as indicated via their Resume. - edited

The positions in Direct Access shown on the shopping list as open, or closed, is due to several different reasons. It may be that someone has been issued orders and the SPO has acted upon them that quickly - believe it or not, it could be position reprogrammings, position changes, modernization, or it could just be Direct Access being stupid. We have manually gone in one day and have opened and closed all positions needed, and the next day it is all jumbled up again. This is why we have always stated that the most up-to-date Resume is within the shopping list timeframe prescribed within our message traffic when we are verifying the list on a continual basis.

JNEIL - Please refer to my previous posts, especially 23Dec which talks about where we currently are in the assignment process. We will begin slating again in full force starting Monday, the 5th of January.

Sir,
You stated that you are currently working on MKCM,MKCS slating. Do you normally slate all priorities of those ranks, issue orders and then move on to MKC slate all priorities and issue orders then MK1 slate all priorities and issue orders, and on down the line. Mr. Roberts & other AO's,

First off I would like to thank you for putting up this forum for us MK's to view and ask questions. It really shows how dedicated us engineer's are to take care of eachother and to provide the most up to date information. Although I'm not transfering this AY, but next year I will look forward to these informal info sessions.

I guess the most common complaint I hear from my crew is that during resume time, everyone seems to be frustrated with the billet listings muliple times. There could only be 500 billets open, but the same one shows up 4 or 5 times. I know this is only a small issue, and not something the AO's control or haven't heard about yet but it would make the resume easier to complete.

SIR,

I was wondering with modernization, what will happen with those of us that are in deleted, out of rate "M" Field billets. I realize that this is not a personal q&a board but how will this effect all of us as a whole. Those of us that are in these billets, will we be allowed a short tour? I have researched it and asked my chain of command but there seems to be no straight answer. The epm website and persman, I believe say that in cases with deleted/revised billets short touring is authorized. I just wanted to throw this out there just in case there are others with the same question.

I am seeking an active duty position (MK3). Do you have any advice or insight on how I can get any kind of advantage?

I have narrowed the process down but I want to get every opinion I can.

How much does the SWE list play into effect, with people at or below the cut off. For example off the MK1 May 08 SWE list we are currently at 80, with the cut at 90. Does the AO get a heads up on who is going to make it during slating? Or will they slate the member into an MK2 billet then short tour them a 1yr later?

What do you do in this situation? E-resume's are submitted, a particular job is NOT on Direct Access as open. In January, after weeks and weeks of checking direct access, a new job pops on the board that a member wishes to apply for. How do you slate that job and how can members request it if their resume has already been submitted? Thanks v/r

Although this year you seem to have to take that with a grain of salt due to all the modernization taking place in the Coast Guard. We will ramp up our slating again, once the holiday season has come to an end. No matter the case, our intention is to still have all orders issued by 01 April, regardless of the late start.

There are a lot of posts coming in about things that have already been discussed. CWO Roberts has posted a lot of info so please read his posts before repeating an answered question. Please read the rules as well.

Now for the question/answer session. I like to thank you all for the continued and growing interest in this forum. We are quite impressed with the amount of viewings that have occured in such a short amount of time since the inaugural posting.
To bring you all up to date, we have completed the MKCS slatings up to this point, and orders have been issued. We are currently on hold with the MKCM slatings, as we are waiting for the results of the CMC appointments. Once we have those, orders will be released. Our intent is begin with the MKC slating process. Applause

mkgator - This information kind of leads in to your question. Some of the slating timeframes are determined by the timeframe of the cuts. Sometimes we try to avoid slating specific ranks at specific times as we don't believe it to be beneficial to the force to issue orders for a member only to turn around and cancel the orders due to an advancement when we could have avoided if we had just waited. We tend to slate all priorities at a time, which means MKC pri3's, MK1 pri3's and so forth, and then continue down with the remaining priorities.

SCCSURF - good question concerning the shopping list. I remember being in the same shoes, always wondering why there were so many listings of the same position. Quite simply, it is the number of competencies that are attached to each position that determine how many times they are listed. It is nothing that we can control as it is a Direct Access function.

18470072 - Modernization has really thrown a wrench into this assignment season, and is really testing a detailers "Semper Gumbiness". For those MK positions that are affected, and that we are aware of, we are making every attempt to ensure that those members not tour complete will be position changed to complete their tour. However, this is not always possible, and in that case it is quite possible that you will be transferred elsewhere. If you feel like you are in one of these positions and you have not been given clarification, then you should definitely contact the detailer through your unit POC. If you are already tour complete, then it is kind of a mute point.

CKMustangCobra - I applaud your attempt to become an Active Duty Member. My best suggestion is to advance. We are currently at 110% for MK3's. We have a higher need for MK2's and MK1's for integration. Keep in mind that we don't normally integrate during the assignment season, as we want to ensure that the Active Duty member's get every chance at the positions shopped.

hdrkmk06 - Great Question concerning the Cuts....WE DON'T KNOW! We really don't know what the cuts are going to be ahead of time, nor do we have any idea as to what the revised cuts will be. It is crazy, but there are just too many variables involved...i.e..ME rate, modernization, Special Assignments, Support Positions, unforseen retirements/relads/rilos/silos/discharges, just to name a few. We find out about the cuts the same time everyone else does....When the Message hits the streets. This also refers to a couple of paragraphs up when I said we try to hold off for slating specific ranks until specific times to avoid the re-issuing of orders if possible.

Now, as for positions on the shopping list coming open, closing, and resumbission of E-Resumes. Unless directed to do so by the Assignment Officer, resubmission of E-Resumes after the closing of the shopping list is solely up to the member and is at your own risk, as we have no guarantee as to the legitamcy of the positions listed at this point. We also do not go back in the assignment process, therefore, it is quite possible that you might even be slated prior to your resubmission of your Resume.

That is all for now as it is slating time! Please understand if we are not liquid fast in our response times, as we are getting flooded with emails and phone calls, not to mention that little thing called an Assignment Year!

Sir, I have a quick question for you. I have submitted my e-resume and completed it with my supervisor. Just the other day I was informed that i need to send it to the Oic for his recommendation. As far as i know it doesn't need to go to him but it should. Is there anything I can do at this point? If anyone has any advice I would appreciate it. Thanks.

This is a question you need to take up with your supervisor. Remember these are "general" questions about the entire process and rate. Did you need an endorsement? If so you needed to submit it to your OIC prior to hitting send.

It is o-dark thirty, I have a full cup of coffee, and a pile of E-Resumes waiting to be slated. In the first two E-Resumes that I have reviewed, I find that both have less then 10 billet picks, for highly desired billets. This seems like a good time to pass on a little constructive advice.

The below information that we have posted on our EPM AO web pages, may be informative in understanding the big picture. The following is an example from AY 08 that we use when members ask how many billet picks they should submit on their E-Resume. The numbers speak for themselves as to how many billet picks would be considered a realistic E-Resume.

MKC's transferring in AY 08

- equals 84% of positions shopped
27 Priority 4-5 MKC's
- equals 16% of the remaining positions

206 Priority 1-3 MK2's
- equals 57% of positions shopped
160 Priority 4-5 MK2's
- equals 43% of the remaining positions
* An E-Resume of 10 picks = 2 3/4% of positions shopped.
