I've never seen the DSC on a neck ribbon, especially one that long.
I know the MoH can be worn around the neck, with the medal part on top of the tie. I would imagine the same would apply to the DSC. AR 670-1 (Section 29-8(c)):

6–2. Service ribbons
From what it looks like, the presentation of the Medal may be with a neck ribbon, but normal wear is just as any other medal is worn, minus the Medal of Honor. Since in the picture the outside of the neck ribbon is not red, it looks as if the neck ribbon was used for presentation only. Also, it looks as if the medal as shown above is connected somehow to the neck ribbon. I think since the Secretary of the Army presented the medal, it needed more than just a "pin on type" presentation. I hope the LT reads the regs on wear. eh whatevs..Congrats to him. |

To me it looks like he was just then receiving the award, or at least the official presentation of it. My guess is that since it is not an award given out often, the neck ribbon was done for effect.
