However, something that it discussed in the MILPER has me wondering, this part:

quote:
6. INDIVIDUAL RESPONSIBILITY: SOLDIERS (ACTIVE DUTY, GUARD, RESERVE, VETERANS) WHO ARE/HAVE QUALIFIED FOR EITHER OF THESE AWARDS CAN REPORT TO THEIR UNIT S-1, UNIT ADMINISTRATOR, OR SUPPORTING MILITARY PERSONNEL DIVISION AND HAVE THEIR CAMPAIGN ENTITLEMENTS UPDATED TO THEIR RECORDS.

What records exactly? Your ERB? And if so where on your ERB would you receive credit for campaign participation? Would is list something beside ICM or ACM in your military awards section? I know that there is an overseas/deployment section on your ERB but that just lists what overseas duty you have. I'm not sure what they mean by updating your records. Anyone know?

This has caused a flurry of discussion on the S-1 Net awards section already. Here's a Q&A about that;

QUESTION
How soon should eMILPO and TOPMIS be updated to reflect the medals with campaign stars? Until then for board and separation purposes should we award one medal for each campaign star authorzed? For example, a Soldier is authorized three campaign stars, should the ERB/ORB reflect ICM-3?

ANSWER
The Awards Branch has submitted the requests to have the data codes created for the Bronze Service Stars (BSS’) for both the ICM and ACM. It may take up to 60 days for it to be complete and posted to all systems.
Once they are created, award of the ACM w/ 2 BSS, for example will reflect as something similar to ACMBS on the ERB/ORB. It should be similar to the postings for the Southwest Asia Service Medal w/Bronze Service Star. On the ERB the SWASM is reflected as SWABS-1 for one BSS, SWABS-2 for two, etc.
Negative, you cannot reflect mulitple awards of the ICM on the ERB/ORB. As stated by SGT xxxxx, only one award of the medal is authorized.

I surprised the MILPER was as specific as it was, with examples and all.... almost like they were reading our posts and answering our discussions!
I was wondering about those that received the GWOT-EM and have returned since then and received the ICM as well. Do they get campaign star credit for the time they were there the first time on their ICM for the second+ time there, even though they chose to keep the GWOT-EM instead? The question was also posed on S-1 Net, no answer yet...

QUESTION
If a Soldier was in Iraq and received the GWOTEM for the period 20030319-20040318 and returned to Iraq in Sep 2005 and Sep 2007, does he only receive the ICM with two bronze stars (since he received the GWOTEM during the first campaign)?

I would think you would get to wear the additional stars if you choose to wear the ICM, but not if you choose to keep your GWOT-EM. I know you can't wear both the ICM and the GWOT-EM if both were given for tours in Iraq. It's one or the other, but never both.

Never both for the same tour, but for different tours are okay to have both. I would think not for the additional star(s) too, since the GWOT-EM covers that time.
Our Company Commander tried to divide up our tour (May03-July04) to get eligibility for both. They said nice try, but no. They have to be a completly separate deployments.

Answer was quick-
In this example:
Soldier served in support of OIF in Iraq from 19 Mar 03 to 18 Mar 04 and was awarded the GWOTEM.
Soldier served again in Iraq in support of OIF from Sep 05 to Sep 07 and was awarded the ICM.

Soldier is only authorized the BSS for the ICM for the period he served Sep 05 to Sep 07. This period covers two separate inclusive periods (one IRAQI GOVERNANCE: 29 JUN 2004 – 15 DEC 2005 and two NATIONAL RESOLUTION: 16 DEC 2005 – DATE TO BE DETERMINED).

A similar second question received this reply, consistant with the first-
Q: If a Soldier elects to retain his or her GWOTEM for period served during OIF I (March 03 to March 04) in lieu of applying for the ICM, is that Soldier authorized the two campaign stars on the ICM for the two first phases of the campaign, if they earn the ICM for subsequent tours in Iraq?
A: The Soldier would only be authorized the campaign star (bronze service star (BSS)) for the period they elected to be awarded the ICM. The Soldier is not authorized the BSS for the period the Soldier elected to receive the GWOTEM.

I say GWOT-EM stars be authorized for individual countries, one for each country, one time each for 30 days in each country.

oh well.

good ACM/ICM policy though...

Are you sure about that? Im fairly certain that no matter how many Iraq tours you have done you can only wear one or the other.

Straight out of AR 600-8-22, Paragraph 2-17(3):

quote:
Under no condition will personnel receive the Iraq Campaign Medal, the Global War on Terrorism Expeditionary Medal, the Global War on Terrorism Service Medal, the Iraq Campaign Medal, or the Armed Forces Expeditionary Medal for the same action, time period or service.

You can be awarded both the GWOTEM and ICM for service in Iraq as long as each is awarded for a different period of service.

No more GWOT-EM or AFEM for Iraq service.

So that rule, currently anyway, is null and void since all OIF service is now with the ICM only.

At one time soldiers could "pick" medals up until June 05 I believe, but no longer.

So for a tour in Iraq (whole tour not broken down) one could receive a GWOT-EM or ICM (pre-June 05) The next time around they go to OIF they could get an ICM for a separate tour, but no GWOT-EM. I would think tours are broken up by orders, and those orders signifiy an end of a deployment/tour.

I do not know why in the hell they had to make all this that confusing. As of right now I have afghanistan time from 15 Jan 2002 thru 15 July 2002 in which I elect to wear the ACM. I have Iraq time from March thru August in 2003 in which I elect to wear the GWOTEM. Now becuase of the timeframe if I deply to either area again (which will happen) I'll be able to wear all three, I could constantly change them now if I wanted two becuase it's entirely my choice what I wear. So if I wear all three with multiple scenarios of which one is for which, how am I supposed to wear the stars?? Anyone wanna take a stab at it.

No stars on the GWOT-EM for the 1st Iraq Deployment.

1 star on the ACM for the Jan-Jul 2002.

At least 1 star and the ICM for your upcoming deployment to Iraq, or add a star to your ACM if you deploy to Afghanistan.

Not so hard since the GWOT-EM has no stars.....

just for personal clarification:

has the GWOT-EM become an obsolete award? where would one likely be deployed to qualify for this now? similarly, has the GWOT-SM almost become a 'gimme' award (not to take away anything from those serving in the military)?
