If you are in the Idaho Guard and just in another State visiting, whatever - yes. If you are transferring to another State Guard then it is governed by that State's NG Regulations and vary. The subject has come up in the past and no one piped up about any no-go States, but ask your Chain of Command if the latter is the case.

It would be the State uniform/award regulation of the State National Guard in question.

In Wisconsin it would be Wisconsin Army National Guard Regulation 600-8-22 para 1-20b(1), but each State is different

Every State's NG has it's own version of AR-670-1 and AR-600-8-22 so every State does their own thing while under Title 32.

Generally speaking, because I have yet to see a State doesn't recognize another State's awards, they are worn after the current State's awards, in the pervious State's order of presidence.

When there are awards from three or more States, the current State goes first, then the previous States in ABC order.

Again, check your CURRENT State's regulations to be 100% correct.
