When I ETS'd from the army in 6/64, my DD 214 only listed the Good Conduct Medal under the awards section and the G.I. Bill was nonexistant. Vietnam changed all that and the G.I. Bill was made retroactive to include folks like me (allowed me to go to college). In 1996 I wrote the U.S. Army Reserve Personnel Center in St. Louis requesting a review of what awards I was authorized because I knew there had been some changes in policy since I got out of the service. A year later I received a DA Form 1577, Authorization for Issuance of Awards, which said I was authorized a GCM (already knew that), National Defense Service Medal (wasn't surprised), and an Armed Forces Expeditionary Medal (Berlin) (totally surprised on that one). A week or two later I received all three medals from some place in Philadelphia.
I was stationed in France from 5/62 to 11/63, which would cover part of the Berlin Crisis period of 8/61 to 6/63. I was nowhere near Berlin, but one of the units I was assigned to in France (37th Transportation Command) was responsible for transporting supplies in support of the Berlin Brigade. Was the issuance of this medal to me a mistake? I don't want to take credit for something that was undeserved. I even got an invitation to join the VFW because of this medal. Any thoughts or comments? |

Jim, that USAFEM was probably sent to you in error. Only USAREUR folks to receive it were Troops serving in Berlin 08.14.61 - 06.1.63. Even Soldiers of Berlin Brigade's support element in Helmstedt were probably not awarded the USAFEM

What is the contact information for the inquiry that you made to the U.S. Army Reserve Personnel Center? I have seen a number of posts here that lead me to believe that there may be some updates that were made after my ETS, especially some of the activities that my unit in Thailand was involved in during 1975.

Per AR 600-8-22, the AFEM was authorized for the following operations in 1975: Table 2-2, AR 600-8-22: Cambodia–Operation EAGLE PULL 11 TO 13 April 1975 Evacuation of Cambodia Vietnam–Operation FREQUENT WIND 29 to 30 April 1975 Evacuation of Vietnam (see also paragraph 2–12g above*). Mayaguez Operation 15 May 1975 * g. Service members who earned the AFEM for Operation FREQUENT WIND, between 29 and 30 April 1975, may elect to receive the Vietnam Service Medal instead of the AFEM. No service member may be issued both medals for service in Vietnam. During the same period the HSM was also authorized: AR 600-8-22, Table C–1 Department of Defense and Department of the Army Approved Humanitarian Service Medal Operations Evacuation of Laos; 1 April – 15 August 1975; New Life/New Arrivals; 1 April – 20 December 1975; Guam, Fort Chafee, Arkansas , and Fort Indiantown Gap, PA. Baby Lift; 4 April – 9 May 1975/29 April – 7 May 1975; Vietnam; Presidio of San Francisco, CA; Fort Benning, GA; and Fort Lewis, WA. Eagle Pull; 12 April 1975; Cambodia, Thailand and contiguous waters. Frequent Wind; 29 – 30 April 1975; Vietnam and contiguous waters. |

I already have the AFEM for service in Korea during the 1 OCT 1966 to 30 JUN 1974 period.
I know with absolute certainty that, when I was in Thailand, we provided direct support for Eagle Pull, Frequent Wind and the Mayaguez Operation. The question I have is, because of the nature of the support that we provided and the tendency at that time (not so much so now that it’s considered “history”) to deny the fact that we were there, were any of those awards “officially authorized” for the 7th RRFS. |

JAN 75 to JAN 76, it was closed in JUN 76, it was the last U.S. Military Base in the region to close, pretty much the last remnant of U.S. Military presence from the Vietnam War.

In terms of eligibility based on geography alone, I don't think you qualify.
DoD 1348.33-M MANUAL OF MILITARY DECORATIONS & AWARDS (September 1996-Incorporating Change 1, September 18, 2006) I typed in Thailand in a search of the document (little binoculars in Adobe .pdf reader) and did not see any AFEM eligibility for the dates you provided for Thailand:
Now I will say if you can get documentation that your unit participated in Eagle Pull, Frequent Wind and the Mayaguez Operation then you are golden....without that documentation, then its a no-go based on geography alone. Fill out a DD form 149 to get the ball rolling. DD form 149 It takes 15 minutes to fill out once you know what you are requesting. -Include award copies, orders, etc. to show where you were...DO NOT send originals. -Send to the address on the form. -Wait. *mine took 3 mos to get an answer back. *BEFORE YOU APPLY, READ BELOW* APPLICANT'S GUIDE TO APPLYING TO THE ARMY BOARD FOR CORRECTION OF MILITARY RECORDS (ABCMR) |
