Looking to buy at my next duty station using a va loan. Was wondering if i am looking at a home worth $300,000 and get the home for say $285,000 can i still borrow the full $300,000?

No. You will be maxed out at the purchase price of the home plus the VA Funding Fee plus the cost of improvements if doing an energy efficient loan.
