Our CCC's predicted this one back in January. Not much of a surprise there. If the Zone B conversion quotas are any indication of what Zone C will look like, a lot of sailors in the CREO 3 group will be left with few options.

This was already being planned(and being talked about by detailers and others from millington) when they announced Zone B PTS was starting this past winter. Im pretty happy this is going on as there is so many ratings out there clogged up at the top and it definantly should raise motivation for many out there to not just "give up".
