any Rate can be sent IA, although practically speaking nobody Below E3 will get tapped simply due to training and qualifcation timelines required. Although my foggy memory says the E2 spouse of a Former Mod went IA about 2 years ago....she might have been E3
Didn't think we even had any Undesignated sailors left.... and no rating doesn't matter as far as being sent or what you would do once there.
I went IA last year with an entire battalion of sailors and we had our share of E-3 and below personnel. They definitely didn't make up the majority by any stretch but they were there.

As for an IA a E1-E3 that hasn't attended A school or struck a rating will have a hard time finding an IA as this program is typically looking for specific skill set or paygrade.
Your best bet would be to start with a special request chit volunteering for an IA that will need to be bottom lined by your CO. From there your commands IA coordinator may be able to add you to the system.
Unlike the Navy, the Army tends to be a bit more rigid with regard to rates (or in their case ranks) and billets. For example, if they have a need for someone to fill a spot normally filled by a CPL (E-4) they would not as a rule accept a Seaman (E-3) for the spot.
NavyATFP has given the best advice on the issue. Run the chit up the chain of command and see what happens.

As the wife of an AW, I can tell you that you will not have much luck trying to volunteer to go IA just coming out of NACCS and RSS as an AW non EWOP.
You are on a fixed path to getting qualified on either the Romeo or Sierra. Once you are qualified and able to wear your wings, you might be able to go but you are looking at least 2 years out. You only have 18 months from the time you arrive at your squadron to qualify on the bird. They are not going to pull you out of your squadron to go IA while you are working on your quals. But then again, I am just a wife so take this with a grain of salt.
Regan is very correct as your still in a training pipeline it seems. IA's are taken from those already in the fleet and trained in their jobs first. If your not trained in your job then what purpose would you serve augmenting someone else in theirs?
Why the rush to go IA? You'll see enough in your career if you stick with it that taking an IA this early isnt going to change things.
