I was paid for e5 16JUN08. I believe that goes back to 1JAN08. I have to wait 3 years TIR to take the e6 exam. As of 01JAN2011 that will give me 3 years TIR.

So the earliest I should be able to take it is SEP 2010? My chief is thinking I should be able to take the MAR 2010 exam.

Recommend you obtain a copy of the Advancement Manual, BUPERSINST 1430.16F. That should help you find the answers you're looking for.

March 2010 would hold true provided your last regular, periodic eval was an EP and your CO provides a waiver to take the exam early.

EP relates to Total Active Federal Military Service (TAFMS) and is separate from TIR/SIPG. The CO can grant (in writing) up to a one year waiver of the 3 year TIR requirement. If you can get the TIR waiver and complete all the other eligibility requirements you could take the MARCH 2010 exam; without the TIR waiver SEPTEMBER 2010 would be your first opportunity.

Doesn't the Navy have personnel offices any more? That would be a good place to ask.

You're correct, it would. However, there is nothing wrong with them knowing how to locate and use the advancement manual to get answers to questions like this (and then teaching their subordinates this as well).

Here is a handy dandy chart that shows this info. However, I don't think it show the Early Promate. Strange because at the E6 level it does for some reason.
