Are transfer evals normally graded? That is, do you get an ep, mp, or p that will affect your performance mark average for advancement.

Yes.
If a CO wants to send a message to a promotion board, marking a Chief, Senior Chief, or LT and above as "Promotable" on a Transfer FITREP will certainly do just that.

Only if the reporting senior also makes sure the write-up matches the promotion recommendation. That is what really counts.
