Depends on the school and the situation. All of my "c" schools were in conjunction with PCS transfers. I never actually applied for a school. The billett required a certain NEC, so the detailer put the school on my orders.

My hubby was told (by his Chief who apparently was once a detailer so hubby thinks he must be right) that he would have to apply to any C school before he leaves his current command because his PRD or whatever it is called will be 2 months past his 10 yr mark. He was hoping to take his next shore duty and apply for a school from there.
My hubs isn't the type to ask a lot of questions when he thinks someone is more qualified to know something better than he does, but when I think about his future being my future as well, I kind of like to know he was well-informed before he makes any decisions!
My answer was from personal experience. I went to Senior Enlisted Damage Control school when I had 12 years of service. Many of my classmates were more senior than me. Finding an instruction to back that up is kind of like "proving a negative"- very difficult to do. It should be the Chief's responsibility to prove the 10 year limit exists.
Yep, I didn't figure this info would be so easily accessible, especially to me.
I am not saying Chief is wrong, but I was thinking a few of hubby's fellow sailors took schools after 10 yrs....either rules have changed, or this is something that applies to his rate only.
