I have 4 years plus inactive RR and in processing for a Direct Comission 0-2 or 0-3. Does this qualify me for special prior service pay with the 4 years prior?

You should get O2E or O3E over 4 for your time enlisted. About $1000 extra a month on the 2009 pay chart.

Looks like you are out of luck without the one day:

Applicable to O-1 to O-3 with at least 4 years and 1 day of active duty or more than 1460 points as a warrant and/or enlisted member. See Department of Defense Financial Management Regulations for more detailed explanation on who is eligible for this special basic pay rate. (From the pay table)

How exactly do you warrant O-2 or O-3. Are you entering as a doctor or lawyer?

Would not the day he returns to AD put him at 4 years and 1 day? And is not pay based on the time in service at the time of the paycheck?

nurses (like myself) get credit for years of civilian experience... joined (rejoined; I was enlisted several years earlier) after 1 year of nursing.

Nope as the day he returns on active duty he will be an officer. Nurses, MDs, etc commission with no enlisted time unlike OCS applicants. They attend OIC/OIS as an officer.
