Don't quote me, but IMHO, right lapel 2 inches below the notch.
I'm citing this without the benefit of scrolling through a gazillion pages of the Uniform Manual. It would make sense, since the mini medals start at 2 inches below the notch on the left lapel.
Anyone else have it chapter and verse?

To elaborate on that, that is pretty much only the Sector and above folks. Unless your billet title was "Command Chief" and your were selected by EPM, through a screening process to a Non Rating Specific billet, then you were not a 'full time' CMC/CSC/CC.
