I was asked to order a FWP for an officer at my unit. I did some research on the ALCOAST and it states "Enlisted members". I looked for guidance on purchasing them for oficers, but was unable to find any guidance on it. From experience, I have the notion that officers suplied uniform items themselves, much how training records and RNS worked for them. Anyone know where I can find some guidance on this?
If you spend AFC on the AWP it would have to be organizational clothing, have a US COAST GUARD tape on the pocket flap and be returned to the unit when that officer departs.
If there is no need for Organizational Clothing at your unit you could offer to place the order for the officer using his personal VISA/MC card.

Since the FWP is a UNIFORM item, it seems completely innapropriate to be using unit funds. There is a statuatory prohibition on the Service purchasing uniform items for Officers. I am sure it would be very hard to justify that purchase if you audited!

I agree. This sounds like an ethical dilemma to me.
My question would be “does this unit provide these coats to the enlisted crew as organizational gear” if the answer is yes, then there is no problem with the CO getting one also.
However if the answer is no, they do not issue the crew an FWP because it is a sea bag item, then the CO (and all other officers) should buy their own.
