I have seen this a few times out in the fleet. Is this authorized? Over which pocket? I have also seen this on the fowl weather jacket. Any input would be great.
Just to tag-team on CDR Flynn's post, the tape that should be on the AWP, is the U S Coast Guard tape, not the name tape. I believe the idea had been brought up to the Uniform Board, but it had been shot down.
I believe it is only placed on the AWP if it was purchased by the unit. Since we have all now received are clothing allowance for the AWP, you should see this practice fading out.
The practice of sewing name tapes on pants probably came from people that saw the CUUs and thought that was a good idea. On CUUs the name tape is sewn above the right back pocket. Maybe somebody thought that it looked cool, or maybe that since ODUs have a distant resemblence to CUUs the name tape rules were or should be the same.
At first I didn't see much sense in this, as I figured anyone that close to my *** better already know my name, but then I figured out there is one practical application: if your laundry gets mixed up.

I have to agree.

I'm on a Navy base and the E6 and below squids all have their names over the back pocket. The reason I have heard has nothing to do with laundry. Just ask a Marine.
