I received a LOC from a one-star just before I got out of the Navy, and I tried to get the Coast Guard to recognize. No go. It wasn't awarded to a Coast Guard member, or by a Coast Guard command to another service's member.

Well then it wouldn't have done me any good because I was a First when I got my Navy LOC.
I wanted to post my experience having served in the CG on Navy bases for many years. I have a Navy LOC signed by a 1-star admiral. For members in the Navy competing for E-4 through E-6 it is good for one point towards their SWE. It doesn't not count for points for USCG personnel. However, there is a Direct Access entry for this award and it is important to have it entered. Most YN's do not enter these often so you may have to push to get it done. Hope this helps, it took me some time to get it entered into DA, but mine is in there.
