Recently I have seen several messages (granted other services) that state that there are now campaign stars for the ICM. Are we the only ones that don't wear these or are we supposed to be wearing them? In my case I would be wearing 1 star for my 1 year being slowly par boiled in the NAG.
If the past is anything to judge from, go with the DoD information. It is a DoD Campaign Medal. 40 years ago, the Viet Nam Service medal encompassed a number of periods authorized campaign stars. They were published by the DoD services . I distinctly recall the notification was simply passed along at quarters, " swim call this afternoon, oh yeah, we've been authorized another campaign star for the service medal, pick them up in Subic on the next port call". The CG, if I recall, didn't get around to "officially" publish their listing of the campaign periods until the early 1970s.
I'd go with the DoD periods, it is their Campaign Medal, the CG will most likely be years behind. Just remember to supply the DoD authorizing references to whoever does the CG paperwork.
Well finaly got someone "live" at awards department. Of course I got the "blank stare sound" when I asked. Was told they would check into it and get back to me in 24 hours (4 days ago). forwarded them Marine and Navy messages as well. Think I'll fast while I wait. Next weigh in is coming and I should be down to 30 or 40 pounds by the time they get right back to me (grin). If I do get an answer I will post it for those that me be curious
The following are the established combat campaigns authorized for service stars to the Iraq Campaign Medal[1].
* Liberation of Iraq – March 19, 2003 to May 1, 2003. * Transition of Iraq – May 2, 2003 to June 28, 2004. * Iraqi Governance – June 29, 2004 to Dec. 15, 2005. * National Resolution – Dec. 16, 2005 to a date to be determined

since we are on the subject. lets say an army guy left the service immediately after his tour. at the time these medals were not out. how would i go about getting them? i have heard and the way i know is to contact army records. but from my understanding if i brought in my paper work showing the year and half i spent there and the message saying if i was there during this time to the YN, that should be good enough right?
I would start there. bring all the documentation to your YN and it should be a simple matter to have the awards entered in Direct access. be sure and cross check all your awards with the Awards manual, COMDTINST 1650.25D, There are a few that cross over. If you were over there before and issued an award involving combat check the section on the Combat action ribbon as well. a list of authorized awards for the Coast Guard uniform is located in enclosure 22. Thanks for your service over there.
Mike- Please don't conclude that your YN can "award" you a medal/ribbon simply by putting it in Direct Access. If you left the Army before an award was made then you MUST have it corrected by the Army/DOD before the Coast Guard can recognize it. Bottom line - if it is not on your DD-214 now - you don't get to wear it. Just my opinion. Someone can tell me if I am wrong.
i know all this. what i was trying to see is that if the dod msg says this award is awarded to personnel service (here) during (this time) is awarded (this). if i brought that into my YN with documentation sayin i was there, could i by pass the army. they are pretty slow and are fubar. thus why im here.
(thought i read something that sounded like i could do that, it peaked my interest)
Got the e-mail with the memo yesterday. BOUTWELL earned the ICM, with 2 small bronze stars for our jaunt over there. Still not sure if we keep the OEF Expeditionary Medal or not, any one know? CWO A
as far as I know, you can only earn one campaign medal per deployment, and to qualify for the ICM, you would have had to have been either within the TS (or ashore) of Iraq for 30 straight days or 60 days non consecutive.
And what are the stars for? Typically those denote subsequent tours or periods of recognized service?

For the Vietnam Campaign medal the stars signified actual "campaigns". I have NO idea who or what defined a campaign, but when we recieved ours it included one star.
Here are the listed "campaigns" eligible for the ICM
-- Liberation of Iraq: 19MAR03 - 1May03 -- Transition of Iraq: 2May03 - 28Jun04 -- Iraqi Governance: 29Jun04 - 15Dec05 -- National Resolution: 16Dec05 - Date to be Determined (DTBD)
So i guess if you were lucky enough to complete multiple tours over the different campaigns you would be eligible for stars.
