The intent of my reply was to hopefully add to the topic of uniform allowances for all. It was not singling you out. Don't get too excited.
With that being said.....in your example, it sounds like a "claim against the Govt". There is a form to fill out to seek reimbursement for personal property lost during the course of official duties. Maybe CG-4112???? Someone with the expertise can probably verify the proper form number.
BTW and FWIW....if the money received is not being taxed, I would say it is likely a reimbursment or an allowance.

The Basic and Standard allowances in MC Long's post above are the ones I was mentioning. Although he quoted DOD policy, it is a matter of law, has been really since before the country was founded. Military Officers are compensated at a rate that makes uniform purchase and maint a negligible expense, Military Enlisted are normally not. Sure - someone can point out my pay compared to an Ensign's pay, but the general theory behind the age old laws and policies are sound.
