I am planning on joining the reserves as a 35M, and I want to go to the language school in Monterrey.

If my unit decides to send me (my recruiter said that they would), do I get to pick which language I study?

I got a 99 on the ASVAB and a 117 on the DLAB.

I'd appreciate any help.

*note*
I just heard that they might not even be offering language school for incoming 35M?

The simple answer is no you wont pick your language if you are sent to DLI un-identified. The only group that is required to have a language for 35M at the moment is National Guard. If you want to go to learn a language make sure that you are either A: filling that language slot in your unit or B: you have in your contract DLI prior to 35M MOS school. Other than that you are at the mercy of uncle sam. You have nice scores and there is still a high need for 35M's so keep pushing and get what you want dont just settle for what they offer.
