Is it possible to get a waiver and attend the 35p course with a 1/1? Who would I need to contact?

I think waivers are normally given for 2/2 or higher. It's been awhile and I think someone else on these boards may have more clarity on the issue. Good luck regardless.

are you stating that you completed the course at DLI with a 1/1 and want a waiver to move on to 35P training?

I know it can be done for the 2/2/2 where one of the 2s is a 1 but i dont think it can for a 1/1 as you kinda need to know the language you are testing in in order to be a useful and successful crypto.

Or are you saying you are a native speaker or college learned speaker that tested 1/1 on a pre-enlistment DLPT.

Probably not. The purpose of attending language school prior to 35P is because you work with th language a lot. If you scored a 1/1 on the DLPT you either need to attend some refresher training or go to DLI. Gotta have that 2/2.

in order to graduate from DLI, you MUST have at least a 2 Reading/2 Listening/1 Speaking (2 if you are 35M).....that is the Institute and 229 MI Bn standard for graduating. And as far as I've know, the waivers are only given for the speaking portion meaning 35M's who get a 1 Speaking instead of a 2 but got 2's in Reading & Listening would get the waiver; otherwise you will have to attend "Post DLPT" course (3 mos). if that doesn't work, either you get lucky and re-language or you will be reclassed to a non-language dependent MOS

I know for a fact that people have gotten waivers for 1+/2 and 2/1+. Only your CoC can tell you for sure, but I am gonna say that the chances of getting a waiver at 1/1 is highly unlikely.
