If you want to lose weight, you have to eat more. Eat approximately every 2-3 hours. The ratio that I find that works is 40%/40%/20%/(carbs/protein/fats). You body will start to burn more fat because you metabolism will speed up. People that restrict their diets, initially, they will lose weight, but soon that stops. Also drink lots of waterm, which also speeds up the body. Cardio, one day high intensity, next day moderate. Also regarding the carbs complex carbs are the best, yams, oatmeal, brown rice. Give it try, and yes, eat one cheat meal a week, anything you want. You will shock the body!!!!!!

Have you tried to move your weight incraments up by five percent after you complete all sets all reps? Keep tearing the body down. Also look at this to muscle is heavier than body fat. Do a composition test to get your Body Mass Index. Always check your BMI when you get that close so you dont over do it and starve your self. Keep grazeing your diet, you will do fine.
Belly fat is the hardest to get rid of. It sounds like what you need to revamp your eating and drinking habits. Do you drink a lot of alcohol? Are you sleeping? Are you under a lot of stress?
Alcohol makes you retain the deep belly fat and should be eliminated as much as possible. Eating fiber and protein is essential, as is drinking plenty of water. Getting enough sleep and managing your stress is also very important to losing the belly fat. Being in the military can be very stressful. Manage it as best you can.
It takes dedication and motivation. I know it’s not always easy to do what is right but you have to keep the long-term goal in mind rather than the short-term of drinking that beer or eating those French fries.
Holy cow your cals seem super low for your weight, not to mention what your doing for exercise. Anyways, even if your at a low for calories, it's WHAT your eating that makes a HUGE difference. For all I know you could be eating candy or pizza for those 1000-1400 cals. Eating unprocessed foods will help you out majorily! As well as drinking lots of water. Check out the "plain foods list" at this website www.bunklers.com It's a great website! Browse her site and learn more about the right way to recomp. your body.
Secondly, so your running. How about doing sprint intervals twice a week or so? That'll help change up your routine, and keep your body guessing. Do a normal 5 minute warm up and do 10-15 sets of 30-60 intervals to start off with...30 seconds of fast *** sprinting--you shouldn't be able to keep this pace up for more than 30 seconds--followed by 60 seconds of a recovery period..walking probably or a light light jog...Followed by a 5 minute cooldown. Doesn't sound like much, but you'll keep on burning cals after the workout is done, which is the opposite with steady state cardio. Good luck!
