I've noticed in many discussions that people say Naval Intelligence is an oxymoron or a contradiction in terms. Why is that? Is it an inside joke?

Not realy an inside joke. Its the same with the term "Military Intelligence". After you've done some inane assignment with no purpose for the umteenth time you'll understand part of it.
The other part is when your informed by your higher ups that help is only a half hour away by air and then get the crap shot out of you and the planes were grounded by orders from above. Now thats real "military intelligence".

Naval Intelligence=The good, the bad, and the ugly.

The good breaking the japanese codes and using them at battle of Midway.

The bad, not having enough human intelligence assets to master the war on terror.

The ugly, failing to correctly interpret the intentions of the Japanese navy from January to November 1941.
