my current rate is a creo 1. Ctr is also creo 1. I have only been in the navy for a year and a half but i would love to crossrate to ctr. The only problem is that both rates are at creo 1 so what are my chances.

Slim to none at this point with none leading the way. Maybe when you finish your first enlistment and re-enlist you might be able to cross-rate. The Navy has spent a lot of money training you for your current job and is not going to be willing to spend a whole bunch more when you are just barely out of training.

Why are you still an E-2? Six months to E-2 and nine months to E-3 if you didn't come in with advance paygrade. You're a couple months overdue.

You definitely have NO chance at crossrating from CREO 1 to CREO 1.

Read milpersman 1440-010 Change in rating authorization. You would fall short on your TIR anyways.
