Is OCONUS duty typical for most CTIs in their second enlistment?
Also, where do Arlings get stationed OCONUS? is it somewhere in Europe, or would my family and I actually be living in the Middle East? Are your duties at that point similar (office atmosphere), or would I be running around Korengal Valley with an M-6?

Unfortunately, I cannot answer for ARLINGs; the only major place I know of is Ft. Gordon, which has both watch floor and DIRSUP: the two primary types of duty for CTIs.
In the Navy, most Sailors have a sea/shore rotation. They will do one sea tour, then one shore tour (although this is kind of changing, as the Navy gears more toward sea billets).
CTI's are different. Our rotation is CONUS/OCONUS. Although, for Asian linguists, back-to-back OCONUS tours are very typical, as probably 90% of our billets are OCONUS. Now here's the kicker: DIRSUP typically counts as an OCONUS tour. So if your first tour, for example, was on the watchfloor in Gordon, your 2nd tour would likely be DIRSUP Gordon or something in Bahrain.
If you stay in the Navy long enough, eventually, you're going to deploy somewhere (that's what the Navy does), it's probably going to be on a submarine, and as a linguist, you are likely to deploy a lot during that tour. It's hard on families, but certainly doable.
Typically, we don't get stationed in combat zones, although you can volunteer for (or get voluntold for) what's called an IA: Individual Augmentee, where you'll go to the sand box for around 9 months of gun totin' or whatever crypto job they need you to do.
If you're hoping to stay in the same area for several years to buy a house, this is usually very possible.

I could be wrong, but I think I remember hearing something about them being unaccompanied, at least for now, due to the civil unrest in that nation.
Also, although the Big 4 NSA/CSSs (Hawaii, San Antonio, Gordon, Meade) are where almost everyone is, there are a few little spots almost everywhere. I am in HI and have a Pushtu/Russian neighbor. Go fig.
However, most of the "cool" jobs like Embassy duty, etc. are now no longer done by the Navy. Mostly Air Force, Army, and civilians.
