I was told by someone in the Army that any move by a sailor to a non-remote location was a PCS if the move was to last more than 25 weeks. Is that true?
One more question, if it is, can he/she decide to do the "follow on assignment," where the military agrees to give him a certain duty station for when he's done with his current assignment, if he agrees to move his family directly there, instead of moving his family twice? Well, let me give a scenario: If my husband doesn't wash out of A school, he's going directly to C school for 28 weeks. If anything after 25 weeks is PCS, then his family (us) would have to move down there, right? Well, then, after ~28 weeks, we'd all have to move to his first duty station. If what I've said before is the case, can he agree to go to a certain base beforehand, and save the military money by sending us directly there and him after his school? Sorry for the long question, but thanks in advance! |

The way I understand it - 181 days or more under instruction is a PCS. It is called Temporary Duty Under Instruction (TEMDUINS) and in order to get the government transportation and household goods paid for that move, he must be E4 over 4 years or E5 or above. As far as the transfer to the ultimate permanent duty station, I doubt that BUPERS would issue orders for the TEMDUINS combined with the permanent duty station to follow. I did not know that they had refined their lead time to the 7-8 months required to issue both at the same time. The E4 over 4 or E5 or above would also pertain IF they were to issue both at the same time. If the final duty station is by verbal agreement, but not contained in the TEMDUINS orders, NO movement at government expense to the area of the final duty station would be authorized.
You would not be required to move to the TEMDUINS location. Of course dependents can always travel at their own expense and reside in the area of the service member. What allowances the service member can be paid depends on local instructions, paygrade and length of service. Anyone with more correct or current info, PLEASE add to this as necessary. There are a lot of details you need to clear up first.
Is your husband new to the Navy or was he in another command prior to A-school? Is the C-school at the same location as the A-school? Does your husband have orders to the schools with follow-on orders to a permanent duty station? (all in one, not one set to school, one set to command) Is your husband living in the training command barracks or is he living on per diem anywhere else? whyworry: TEMDUINS doesn't have to be 180 days, it's any time you have a set of orders with a school(s) and follow on orders to a permanent duty station. While at school you receive per diem for lodging and unless you are living onbase (Navy lodge, BOQ's) you can also receive BAS. |

HUAC - The OP's questions pertained to DEPENDENT travel and entitlements. I DO NOT believe that dependent travel can be on the government dollar unless the TEMDUINS is greater than 180 days. That was the basis for my statements. And, as far as I know, it is NOT necessary that all TEMDUINS orders contain an ultimate permanent duty station.
You seem to be approaching your response from a single sailor's standpoint which has little to do with the OP's questions IMHO. |
