Recently my clearance was suspended awaiting my appeal and final approval / disapproval. However I am up for IT3 this coming exam. I am trying to figure out if there is a way I can get advanced. Is the IT3 test unclassified? And if not, can I simply accept a zero on it and still be advanced considering advancement to IT3 is 100% (or has been the past few years)? Or does anyone know of any other options I may have? Thanks.

I'm not going to speculate and give you bad info (I know many who would....that is a pet peeve of mine)
You should talk to your command career counselor to find out about your options.

Generally you should have a temporary clearance, but everyone is different. Best thing to do is what IT1 said; Talk to your CC about it. Hopefully all goes well for you.

Not possible. Google "Navy Advancement Manual" and go to Chapter 2, paragraph 204 for a list of ratings requiring continuous eligibility for access to classified material.

I personally would contact the ESO for information pertinent to the enlisted advancement system rather than a career counselor.

To answer your question about "taking a 0" in order to take advantage of 100% quotas, that 100% applies only to those that pass the exam. In your situation, you cannot even be worked up (preparation of the 624) to sit down in the exam room unless you are totally eligible and recommended (can not happen because you do not meet the basic eligibility requirements).
