I'm cross rating to IS and heading to "A" school in October. I'm married and already have a house in town in Virginia Beach. I've gone through a couple other discussions on here and found what to expect as far as school and PT goes. But what about the fleet returnees? How does that work?

I haven't been to IS 'A' school, but I have been to two 'A' schools for RP and currently CTN.

It has been basically the same for both so it may be similar for IS as well.

I am married too and have two children.
I am able to live off base (not with the booters in barracks). I had to route a chit to keep my BAS because they will deduct it if you don't while you are in 'A' school because they will assume you will be eating in the galley.

As far as duties, you may be class leader, just depending on the number of returnees classing up with you and their rank. RP 'A' school, returnees were in charge of duty sections, CTN, Command Staff are section leaders, returnees just show up for muster during week, but don't have watches except on weekends. Marching is up to the command.
