Ref: Letter received by Army:

By memorandum dated 13 August 1957, the Department of the Air Force was granted jurisdiction in all cases involving members of the Aviation Section, U.S. Army; Air Service of the U. S. Army; Air Corps, U.S. Army; or the Army Air Forces during World War II.

If the wording is factual "all cases", the policy is not being followed due to restrictions applied to AAF veterans that participated in ground combat during the Battle of Bataan.

Interested in a copy of the memorandum. Submitted letters under FOIA to Army, AF, and DOD.

Appreciate any support for these veterans.

Located... Attempting to obtain copies of Public Law 501, 81st Congress (H. R. 6825). Subject: “Processing of Recommendations for Awards to Certain Individuals.”

It grants full authority and jurisdiction with no restrictions to the USAF for former AAF personnel. Also, the letter dated 19 May 1950 signed by Major General D.C. Strother mentions Joint Army and Air Force Adjustment Regulations (JAAFAR) 1-11-53, dated 20 December 1948.

I have attempted to seek assistance from Representatives of Congress (AZ), to no avail. I entered Goggle, and Thomas. Seems it occurred so long ago, records do not reveal such.

I would appreciate the avenue to obtain copies of references to justify request for Bronze Star Medal, and Combat Infantryman Badge to AAF personnel.

Identified a number of personnel awarded same. As recent as 2003, Congressman Patrick Kennedy(RI) presented the CIB to an AAF veteran fought ground combat during Battle of Bataan.

Was able to locate both references mentioned by the General.

The AF has no authority to award the CIB according to the JAAFAR.
