Hi im in the process of joining the guard, and went and talked with my recruiter for almost 2 hours yesterday.during the 2 hours we talked about what i wanted to do. i told him i wanted to join as 11b under the active first program.so he explained everything to me about the program, what i would have to do and everything. took the practice asvab he had wasnt the score i needed for the active first program but wasnt far only a few points, and he said it would prob go up since there would be more questions. but at the end when he gave me some things to fill out he said i needed my driver license,SSN,birth certificate and GED diploma. when i told him i didnt have my drivers license he asked why and i told him i was in a accident when i was younger and every since then its been a fear of mine.i then told him i was hoping being in 11B would help me get over my fears so i could get my license when i get back from training. he then told me that he wouldnt continue my enlistment untill i got my driver license.he told me that it is required for enlistment, but every other recruiter i have talked to told me no its not required to enlist its only required for some MOS like 31B(MP) and is not required for 11B. so i came here looking on what i should do to get my enlistment going without the drivers license.what should i tell my recruiter so that he will continue working with me to help me join?

Sounds like you need a new recruiter to me. This one doesn't want to take the time to help you out and get you in from what it sounds like so I would go and see another recruiter if it was me i would find one that wanted to help me enlist and get me in not one that is more worried on whether things will go smoothly and look good for his reputation. That's all I can offer in the way of advice hope its helpful.

The Active First picture is changing. The following is straight from a NGB email:
*****************
MEMORANDUM FOR the Recruiting & Retention Force of all States, Puerto Rico, The Virgin Islands, Guam and the District of Columbia.
Subject: Active First Mission Change

Effective 21 March 2009, Active First Enlistment Option mission has been modified to meet the needs of ARNG and the Army. The number of MOSs for the Active First Option has been reduced from 15 to 1 (MOS 11B ONLY).

Effective 31 March 2009, the Active First Option will be CLOSED to ALL enlistments until further notice.
*****************
This makes your question a moot point. While a DL is not required to enlist as an 11B, I can however, understand your recruiter's position. It appears you see joining the NG as part of a 12-step like program to help you get over a long held fear in addition to your other goals/desires. It's not. Also, although you hint that your fear is auto related, you don't clearly state just what your fear is of, how severe it is & how it manifests itself. The answers to which may have had much to do with your recruiter's recommendation to you.
Good luck; cul8r.
