You can have up to a 30% VA disability and still qualify to serve in the National Guard. You can't 'double dip', so you'll pay back a portion of the disability compensation on a day-for-day basis. If you drill two days in a month, you'll owe 1/15 of your monthly VA dis comp back to them.
They don't take it out monthly, though. Every year in September, you'll report to VA how many days you served in the preceding year. They'll then withhold that amount from your next monthly payment (or next couple/few months depending on how many days you served that year) until the balance is paid off.

Yes you can. If you go active duty, you will have to waive VA benefits while you are activated. If you are going reserve or NG, you have to give up a days VA payment for each day of duty, i.e. a two day muta is 4 days.
