how does it work?
from what i've been able to discern, it sounds like promotion is only available when a slot usually held by a higher rank: say...one is a 2LT PL and then an XO slot comes open, so he takes it and promotes to 1LT after time in service requirement is complete. is that right? |

2LT to 1LT is pretty much automatic after 24 months of time in grade.
After that you really need the slot to promote into. |
