Are you talking about the Exceptional Family Member Program, or EFMP? That program helps the Army when determining where a soldier could get stationed at. The Army will try to assign a soldier, with EFMP on his file, to a post that could tend to the EFMP dependent's needs. This program doesn't prevent a soldier from serving in a certain location... push come to shove, they could send your husband on an unaccompanied tour when they'd otherwise authorize dependent move.

Your husband needs to talk to an EFMP coordinator at Fort Sill to get the process started.

Do you have a power of attorney? If you do, you can start the process on your end. Simply google "EFMP application," or spell it out and google it. You'll get to the application form, print it out.

If you have an army base near you, go to their EFMP office to get help in completing the application. It's one application per EFMP dependent.
