Just because you didn't see an opening listed doesn't mean there isn't any openings but it is doubtful. It won't ask however. There a few Guard/Reserve units at Langley but there aren't many ART positions. Of course a lot depends on your AFSC. Are you a drilling Reservist now?

Your best chance is to contact the Personnel office for the Guard/Reserve units on that base. Looks to me (from langley.af.mil) that the only NG/R unit there is the 192nd Fighter Wing, an ANG unit that flys F-22's. They have about 1,000 members.
My experience has been that most of the ART positions are going to be Maintenance. Very few of our Officers here at Barksdale are ART's. An ART is a very unique position that will require you to be in the ANG. I've never heard of anyone entering the ANG or Reserves with a guaranteed spot as an ART ... most of the time you come from AD or you are an AGR (part-timer) that applies for the position once you are a member of the ANG. They're not just going to take anyone off the streets, you have to sit for a interview, have a resume, etc.

You might have already, but make sure you consider all the benefits of going Active. In addition to your base pay as an officer (which isn't too shabby), you'll get a housing allowance or free housing (a HUGE value), all the on-base benefits, health care, life insurance ... plus experience that will be invaluable on a resume.
It would also make becoming an ART or drilling ANG member much easier, to transition there after your AD contract is up. All of our drilling officers that I know of came from Active Duty or were enlisted members of the ANG that got commissioned.

In addition to the ANG Wing, there are about 4 other Reserve squadrons or flights. Like airmanpbh said, the odds of getting an ART job are extremely low for someone in your situation. There are officer ART positions but they are rare and I don't believe there are any at Langley. The best way to get an ART and AGR position is to join the Guard/Reserves and "put in your time" and wait for an opening to come up.
