I have been retired 19 years as of yesterday and after a lengthy job assignment out of the USA, have returned and desire employment at Ft. Bragg. Unfortunately, most of the jobs that I am interested in require an active security clearance. Where do I go to get this started without an employer backing me on it?

You have to be nominated for a clearance by a cleared government contractor or by a federal agency. There is no other way.
NAVBLK4, I retired after 30 years of federal service last year. Most of that time was spent conducting security clearance investigations. I have never heard of an SF28. The form used to apply for a security clearance (including top secret) in all agencies of the federal government since about 1990 has been the SF86. Judges do not have the authority to grant security clearances. Close to a million federal security clearances were granted last year and none of them were in response to tragic occurrences. I have no idea what type of clearance you are talking about.
ALL This thread opened a question for me. 1. Retired USN with Secret clearance 2. Worked for various aerospace corps, acquiring a LOT of Comm, Black project, and regular clearances, never a TS. 3. Retired some 8 years, but have never heard from DFAS or USN re the status of these clearances. At retirement point, I was taken off the books of the corp but, to the best of my knowledge, never off the DOD books. A search at DOD shows me and LOTS of data, but no hint as to status. Question Where and How do I get the status. end
Unless you renewed your secret within 2 years of retirement, you have no clearance anymore. Secret length is 10 years, Top Secret is 5 years. Any other project specific access (SCI) you had got terminated when that specific project ended or upon your retirement.
