Three different Co's at Cape May in the past ten years is quite an accomplishment; however having served there from 86-88 and 92-97 and talking to active duty friends and retired civilians that are still at Cape May, Casey Edwards (PA Retiree to you freds place bloggers) still sets the bar for CO's. He should have been made an Admiral; why not most of us will never know.

How does promotion to Admiral work? I know its a selection process, but based off of what? OERs? Past assignments?
I had to speak to a group of Army and Navy O6s yesterday at the National Defense University on Local, State, and Federal Collaboration. Defenitely a different feeling working for them, and speaking to them, thats for sure.

There is a selection board. They consider all the above. The COMDT sets a precept of what he is looking for in the future ADM... they are posted on the OPM website.
I attended the change of command ceremony at TRACEN Cape May last week welcoming the new CO, Capt. Thomas. I know Capt. Thomas and her husband from back in the early 90's in Florida. She will make a fine CO at TRACEN Cape May and I'm sure you'll hear great things about her after her tour is complete too.
Many of them have been earmarked at some point in their careers. They get groomed for their selection...and by groomed I mean, given career enhancing assignments, grad school and waivers to go to the best schools (e.g. Harvard, MIT, etc.) while others go to the pool of schools the CG will pay for, and in some cases (one former CO of this TRACEN) her payback tour was waived. As long as they stay clear of stupid mistakes and don't step on that foul line, they make it. Why, too much invested on them not to be selected. Bottom line, no, their selection process is nothing like the rest of the CG. Maybe in paper, but that’s about it.
Yah, but my question is, do admirals have practical factors to do? Wonder what a practical factor for an admiral would be ...
Could you imagine an O-9 going up to the Comdt and saying, "Comdt, I know your busy but could you sign off this PQS for me real quick"? That would be priceless.
