Is a State guard a prior service, and canI join an active component from a(State Guard) State defense force?

If your in the guard, you have to get a dd368 conditional release signed by your commander and take that to the active duty component you want to enlist into.

And what does that do?

state defense is not part of the military and are not under military command. You would need to go talk to a recruiter.
