That's it, I'm walking the line with Cingular Customer Service!! So I call them this morning and once again they claim I am not "authorized" to have help because my name isn't in their mysterious system, although I'm the one that set the account up, pay the bills, etc. WTF!! I went through this shite last year, had to call like four reps to finally get assistance with results! What a farce!

Pat,

I know you are the answer man when it comes to procurement questions, you always had the correct one when I was XPO of Menemsha? I recently started working for NOAA and wonder how come we are not buying from the national stock system other than just the basics from GSA (office suppies). I was under the impression we must purchuse through government sources first. An example of this is things like, running lights, line, rags and all those other good things you could find in the system including tools. Is the NSS only for DOD and militaty use or for all government agencies?

hi Dave, I don't know why NOAA is not following the rules, maybe the procurement people do not know how to use the Federal Supply System.

I of course am always up for a trip to the Cape so if they need a little training have TONO will travel.

the FAR states:

8.002 Priorities for Use of Government Supply Sources.

(a) Except as required by 8.003, or as otherwise provided by law, agencies shall satisfy requirements for supplies and services from or through the sources and publications listed below in descending order of priority --

(1) Supplies.

(i) Agency inventories;

(ii) Excess from other agencies (see Subpart 8.1);

(iii) Federal Prison Industries, Inc. (see Subpart 8.6);

(iv) Supplies which are on the Procurement List maintained by the Committee for Purchase From People Who Are Blind or Severely Disabled (see Subpart 8.7);

(v) Wholesale supply sources, such as stock programs of the General Services Administration (GSA) (see 41 CFR 101-26.3), the Defense Logistics Agency (see 41 CFR 101-26.6), the Department of Veterans Affairs (see 41 CFR 101-26.704), and military inventory control points;

(vi) Mandatory Federal Supply Schedules (see Subpart 8.4);

(vii) Optional use Federal Supply Schedules (see Subpart 8.4); and

(viii) Commercial sources (including educational and nonprofit institutions).

If you are in the Galveston, TX area add

Cyrus at Gulf Side Overhead Door to your WORST list!!!!

This clown has it in for the CG and a bad attitude. Evidently 10 years ago he had trouble getting paid with a PO. (Go figure!!??!!) He won't take credit cards.

Anyhow, I finally got him smoothed over to come fo SFO Galveston and bid on our warehouse door. His goons showed up, pulled out a crow bar and started to work. Upon recieving that call I ran over there to stop them from working and explain to the goon squad he sent that we needed a bid only! At the close of the day we found the door was in worse shape than before and now would not close.

To top it off, upon speaking to him today he said he didn't "feel like jumping through the loopholes" with the Coast Guard to bid. When I told him his goons screwed up our door he said, "Sorry" and hung up!

So, like I said...

Oh, and the Powerhouse Gym in Detroit who went out of business one day when we showed up and the place was empty (without warning), then kept sending us the bill excpecting us to pay out the rest of the contract. Haha.

DoD EMall is no longer mandatory starting 4/1/08!

Ref DHS Chief Procurement Officer's memo "Retraction of the DOD emall mandate for procurement of office supplies" dated 3/20/08.

The memo also contains info on DHS BPAs
