That list has been clearing for a few years, so it was bound to bottle up at some point. The SK rate is over capacity right now, especially at the third and second class levels, so it's going to become more and more competitive meaning it's time to start studying rather than just putting your name on the test as it has been.
That said, they cut the last one in the 20's and ended up clearing the list anyway so I wouldn't worry to much about it until the second revision comes out in a few months.

Yeah just because 145 take the test doesn't mean anything. If they only need that many then they only need that many. My guess is they are going to go farther than that though since today April 1st they are already making up to number 20. Since it usually wouldn't start off that list until July 1st but since they cleared the last list they started advancing early.

Don't forget that the reason why there were so many taking the NOV '08 SWE for both SK2 and SK1 is that they waived the EOCT requirement. Once that happened, it was everyone and their mother eligible to take it, hence the doubled up numbers.
But you're both right, they have been clearing the lists this whole time so at one point or another, the bottlenecking would start.

waiving the EOCT requirement for sk1 and sk2 was an awful idea. the numbers of course doubled but it is also has its down sides. i dont see them slowing down with the sk2 promotions anytime soon, they are hurting for them right now
