Can active duty make GSA purchases for items that are needed but command won't purchase? There is a lot of useful items on the GSA catalog that I could use to do my job better and safer (like a better bullet proof vest that actually fits). Is there a way that I can order what I need and pay out of pocket insted of submitting a brown sheet?(which I know would get shot down because the money is needed else where)

Wow, what a question. It's too bad your command won't outfit you properly. Of course you're not the only one, but there should be none of that. Especially with safety gear!
Sorry, but you can't use GSA for personal purchases. That would be illegal. If I were you, I'd call Tim Cox (the Coast Guard rep) at Galls, I think he is extension 2163. Tell him you are with the CG and would like to buy Body Armor on your personal card. I'm sure he would hook you up with a great price.
GSA lists body armor, but it does not sell it. Galls is the company that sells it through GSA, so really all GSA gets is a price and Galls agrees to sell it at that price. That's the whole idea of a GSA Contract. Anyone can buy the equipment.

As a side note, were you onboard the Sherman during their Persian Gulf patrol (WESTPAC)? I had an RD friend on there.

If the item is available to the general public from that vendor, you may buy it for yourself using your own money (whether your command allows you to use personal items on official business is another question). If the vendor does not sell to the general public, or if that particular item is not available to the general public, you may not buy it as that would be taking advantage of your position in the Coast Guard. With very few exceptions, like the new USCG foul weather parkas.

If a discount is offered to all military members, you may take the discount. If the discount is offered only to you, it would have at least the appearance of, if not actually being, a special consideration to attempt to solicit govt business and would not be allowed.

But as I said, whether or not your command actually lets you use this equipment is another, bigger question that should be answered first.
