I have to order some oil, I know that I have to fill out the RCRA form stating whether or not it meets the EPA's minimum recycled content. I've looked through a lot of manuals and everything says that it has to contain the minimum recycled amount or you have to have justification to not use recycled. All the manuals just refer to the EPA website, but I can't find anything that says what the minimum recycle amounts are in everything (like paper, oil, plastics etc).

So my question is is there something that breaks down what amount needs to be recycled or are we supposed use whatever we can find that has the highest amount recycled percentage?

You're searching for the wrong word. You are looking for re-refined, and everything you want to know and more is right here (pronounced Rat'Chere) .

EPA is the agency responsible for all things RCRA.
