Cap and trade is the tax that dare not speak its name, and Democrats are hoping in particular that no one notices who would pay for their climate ambitions. With President Obama depending on vast new carbon revenues in his budget and Congress promising a bill by May, perhaps Americans would like to know the deeply unequal ways that climate costs would be distributed across regions and income groups.
Not only is global warming perhaps, not the monster that we've been told to think it is, not only are China and India and the rest of the world going to right on creating as much greenhouse gas as they can, not only is the cap and trade policy going to simply drive more business out of America and to places where they will face even less regulation...now we're going to PAY FOR IT...
To fight a problem that more and more scientists are not even sure exists...
