It's not every day that you hear a Democratic senator charge that a fellow Democrat is proposing to raise taxes on the middle class, but that is what happened on Tuesday when Sen. Jay Rockefeller, D-W.Va., ripped into the health-care bill developed by Sen. Max Baucus, D-Mt., the chairman of the Senate Finance Committee.

The Baucus proposal would impose, starting in 2013, a 35 percent excise tax on insurance companies for "high-cost plans" -- defined as those above $8,000 for individuals and $21,000 for family plans.

Health economists believe a tax on high-priced benefits could help slow the growth of health costs by making consumers more sensitive to prices.

The tax contemplated by Baucus is also a big revenue raiser. It is expected to raise $200 billion, money that Baucus is hoping to use to pay for subsidies for the uninsured.

Given how much money this kind of tax can raise, Rockefeller says he understands why it is "tempting."

The West Virginia Democrat worries, however, that a lot of middle class workers, like the coal miners in his state, will end up facing "a big, big tax" under the Baucus bill because they currently enjoy generous employer-provided health care benefits which they receive tax free.

Referring to Baucus, Rockefeller said, "He should understand that (his proposal) means that virtually every single coal miner is going to have a big, big tax put on them because the tax will be put on the company and the company will immediately pass it down and lower benefits because they are self insured, most of them, because they are larger. They will pass it down, lower benefits, and probably this will mean higher premiums for coal miners who are getting very good health care benefits for a very good reason. That is, like steelworkers and others, they are doing about the most dangerous job that can be done in America."

"So that’s not really a smart idea," Rockefeller continued. "In fact, it’s a very dangerous idea, and I’m not even sure the coal miners in West Virginia are aware that this is what is waiting if this bill passes."

Do we really need any politician telling us the obvious? Obama says the middle class taxes will not go up single dime for Obamacare, but Rockefeller says otherwise. Is he calling Obama a liar?

Rockefeller supports the public option. Max Baucus is a wholly owned subsidiary of the Health Insurance Companies.

If they charge extra taxes on soda, juice, and others sweets that is in fact a tax increase on middle low class, which is sad, this is the class that lives pay day to payday and every extra nickel they don't have counts, it is not like they are not going to be expected to pay less in the near future for electricity and gas when cap and trade makes it through! Frown



Just say NO to big costly government, it is bad for your health and lifestyle choices! Eek

Not to worry. The President promised not to raise taxes on those making less that $250,000, not one dime. Did he say during his administration or not? The serious bills come in in 2013. If that is true, he could possibly be in his second term leaving the mess to whomever has the b*lls to take it on.

I cross party lines to vote for her, but Shelley Moore Capito (R-WV) is a pretty straight shooter - and the only Republican in the WV delegation.

It's an odd state - has voted Republican in the last several presidential elections, votes Democratic locally (state and local officials), then polls very conservatively on social issues.

Except when it comes to the mines ... Some will devastate and blast away their own home towns as long as the coal mines keep operating, safely or not.

Funny how he's 'waiting for Congress' to send him a bill...like there's some Constitutional Mandate that Congresa actually write the legislation...and then both House and Senate approve the same version...

True enough. In fact, Obama hasn't endorsed any of the plans ... House or Senate ... nor has he put forward one of his own other than the broad outline in his speech last week ... and his campaign plan that is OBE.

Makes it really difficult to pin him down to the specifics of "his plan".

Haven't kept up on the newer politicos...
I knew Bob Byrd as a youngster and he and Senator Randolph helped me out in '77 on a matter...
Had my High School Civics teacher as a member of the House of Delegates...
The Staggers' lived outside Keyser...everyone knew them...graduated with Harley, Jr.

The simple tactic, that is not working, is maintain this stance until a bill is placed before him for signature. Then we can criticize him and the Dems, after they get what they want. This tactic isn't working so far. Thankfully, the American people are too smart to fall for it. Get your input while in process or lose the battle.
